They are thinking about allowing residents to purchase lottery tickets online, which would make it online gambling. With the passage of the Unlawful Internet Gambling Enforcement Act, there is a chance that the federal government might have a problem with that. However, according to legal experts, whether or not they choose to do online gambling in their state it is not really a federal issue. They say that as long as they keep it in the state and do not allow those from outside their borders to participate then it should be completely legal. But the issue isn�t necessarily just one for the state to concern themselves with, for the banks would have to get involved as well. With the passage of the UIGEA it is illegal for them to process transactions of a financial nature that relate to online gambling. Their regulations that have been set might make it tough for them to discern what is legal, what isn�t legal, and what falls within their jurisdiction. The banks are liable to halt payments for the online gambling within the state because of the UIGEA. There would need to be special allowances made for the state, and this could become very difficult for the banks to follow through with.
